उत्तर प्रदेश के चन्दौली जनपद के अंतर्गत इलिया थाना क्षेत्र से एक ऐसा मामला सामने आया है, जो ना सिर्फ़ कानून-व्यवस्था पर सवाल खड़े करता है, बल्कि पुलिसिया बर्बरता की उस हकीकत को उजागर करता है जिसे अक्सर दबा दिया जाता है।
ग्राम माल्दह निवासी मनोज कुमार चौबे, पुत्र कौलेश्वर चौबे, को 22 अप्रैल 2025 को थाना इलिया बुलाया गया। आरोप है कि थाना प्रभारी अरुण कुमार सिंह ने थाने में बुलाकर उसे ना सिर्फ़ अपमानित किया, बल्कि बेरहमी से पीटा, जिससे उसे गंभीर शारीरिक चोटें आईं।
मनोज का कहना है कि उसके साथ की गई यह बर्बरता कोई सामान्य पुलिसिया कार्रवाई नहीं, बल्कि एक दबंग अधिकारी के प्रभाव में की गई साजिश है। उसने साफ़ तौर पर आरोप लगाया है कि यह पूरा मामला एसआई आशुतोष कुमार चतुर्वेदी की ओर से किया गया, जो वर्तमान में जिला जेल जौनपुर में तैनात हैं।
पैसे लेकर पिटवाने का आरोप
मनोज ने अपने बयान में यह भी कहा कि आशुतोष कुमार चतुर्वेदी ने थाना प्रभारी पर नाजायज दबाव डाला और धन लेकर निजी रंजिश के तहत उसे बुलवाकर मारपीट करवाई। यह कोई व्यक्तिगत दुश्मनी का मसला था या भ्रष्टाचार का खेल, इसकी पुष्टि जांच के बाद ही हो पाएगी, लेकिन मनोज का यह आरोप बेहद गंभीर है और सीधे-सीधे पुलिस महकमे में भ्रष्टाचार और पक्षपात की ओर इशारा करता है।
थाने में लगे सीसीटीवी कैमरे हैं गवाह
मनोज का कहना है कि थाना परिसर में लगे सीसीटीवी कैमरे इस पूरी घटना के चश्मदीद गवाह हैं। फुटेज से साफ़ तौर पर देखा जा सकता है कि उसके साथ क्या हुआ और किस तरीके से मारपीट की गई। लेकिन अब तक पुलिस प्रशासन ने कोई आधिकारिक बयान जारी नहीं किया है, न ही सीसीटीवी फुटेज की जांच की बात कही गई है।
सरेआम हथकड़ी पहनाकर बाजार में घुमाया गया
इस घटना की क्रूरता यहीं खत्म नहीं होती। मनोज पर धारा 170, 126 और 135 के तहत मुकदमा दर्ज कर उसे हथकड़ी पहनाकर सार्वजनिक रूप से पूरे बाजार और तहसील परिसर में घुमाया गया। यह न सिर्फ मानवाधिकारों का उल्लंघन है, बल्कि भारतीय न्याय व्यवस्था के मूल सिद्धांत – “जब तक दोषी साबित न हो, व्यक्ति निर्दोष है” – के भी खिलाफ है।
मनोज ने कई मंचों पर लगाई गुहार
घटना के बाद मनोज कुमार चौबे ने मुख्यमंत्री कार्यालय, पुलिस अधीक्षक चन्दौली, और जनसुनवाई पोर्टल पर लिखित प्रार्थना पत्र देकर पूरी घटना की निष्पक्ष जांच की मांग की है। उसका कहना है कि अगर उसे न्याय नहीं मिला, तो थाना प्रभारी उसे झूठे मामलों में फंसा सकता है और उसकी जान को भी खतरा है।
मनोज का यह डर निराधार नहीं है, क्योंकि उत्तर प्रदेश में पहले भी कई मामले सामने आए हैं जहां दबंग पुलिस अधिकारी आम नागरिकों को झूठे मामलों में फंसा चुके हैं।
स्थानीय लोगों में आक्रोश, पुलिस पर उठे सवाल
घटना के बाद से ही स्थानीय ग्रामीणों और सामाजिक कार्यकर्ताओं में आक्रोश है। लोगों का कहना है कि अगर पुलिस ही इस तरह कानून को ताक पर रखकर कार्यवाही करने लगे तो आम जनता को न्याय कौन देगा?
इलिया थाना क्षेत्र के कई लोगों ने इस घटना को लेकर उच्चस्तरीय जांच की मांग की है और कहा है कि अगर जल्द ही दोषियों पर कार्रवाई नहीं हुई, तो वे जिलाधिकारी कार्यालय के सामने धरना प्रदर्शन करेंगे।
पुलिस प्रशासन की चुप्पी
अब तक चन्दौली पुलिस प्रशासन की ओर से इस मामले पर कोई आधिकारिक प्रतिक्रिया नहीं आई है। ना तो थाना प्रभारी अरुण कुमार सिंह से कोई पूछताछ हुई है, और ना ही CCTV फुटेज को सार्वजनिक किया गया है। यह चुप्पी प्रशासन की जवाबदेही पर सवाल उठाती है।

In a chilling reminder of the unchecked power of law enforcement in certain parts of the country, a shocking case of alleged custodial torture and police misconduct has surfaced from Iliya Police Station in Chandauli district, Uttar Pradesh.
The victim, Manoj Kumar Choubey, son of Kauleshwar Choubey, and a resident of Maldah village under Iliya police station, has come forward with grave allegations against the Station House Officer (SHO) Arun Kumar Singh. According to Manoj, he was illegally summoned to the police station on April 22, 2025, and then brutally beaten, leaving him with serious injuries.
Allegations of Influence and Corruption
What makes this case particularly disturbing is the claim that the attack was not just an instance of random police brutality, but a premeditated assault carried out under the influence of a senior officer, Sub-Inspector Ashutosh Kumar Chaturvedi, currently posted at District Jail, Jaunpur.
Manoj alleges that SI Ashutosh, who hails from the same village (Maldah), used his power and connections within the police force to pressure the SHO into physically assaulting him. He further claims that money changed hands to facilitate this illegal act, pointing to a deep-rooted nexus of corruption and personal vendetta.
CCTV Cameras Can Reveal the Truth
In a bold move, Manoj has demanded that CCTV footage from inside the police station be reviewed to ascertain the truth. He insists that the recordings will show him being beaten inside the premises, offering a rare opportunity for irrefutable evidence—if the footage hasn’t been tampered with or destroyed.
However, no official comment has been made by the Chandauli police so far regarding either the incident or the existence of the footage.
Public Humiliation: Paraded in Handcuffs
Adding insult to injury, Manoj states that he was paraded through the local market and into the tehsil office in handcuffs, under charges registered under IPC Sections 170, 126, and 135.

Despite the seriousness of the allegations, the district police administration has remained silent. No inquiry has been announced. No explanation has been provided regarding the CCTV footage. The SHO in question continues in his position.

“If the allegations are true, the SHO and others involved could be prosecuted under criminal law. What’s more concerning is the abuse of power by a government servant to settle personal scores,” said one lawyer based in Varanasi.
He adds, “The Supreme Court has issued multiple guidelines prohibiting the use of handcuffs without judicial permission, and the public parading of the accused violates Article 21 of the Constitution.”
